Child Safety and Wellbeing Policy
Introduction
Victorian Group Training Company is committed to promoting and protecting the health, safety and wellbeing of all children and young people.
VGTC is a group training organisation and registered labour hire provider under Victorian law. VGTC employs trainees and apprentices and works with schools Registered Training Organisations (RTOs) and the wider community to support young people undertaking traineeships and apprenticeships.
VGTC has no tolerance for child abuse and harm.

Commitment to the safety of children and young people
This Policy uses the language of “young person” or “young people” to include all people under the age of 18, as VGTC and Host Employers generally work with young apprentices and trainees who are aged 15-18.
VGTC has no tolerance for all forms of abuse or harm to young people, and all allegations will be treated seriously in accordance with our policies and procedures.
VGTC supports, values and respects all young people.
VGTC is committed to:
- providing young people with a safe, inclusive and nurturing environment in which they can work and thrive.
- the safety, wellbeing, participation and empowerment of young people.
- providing a culturally safe environment in which the diverse and unique identities and experiences of Aboriginal young people are respected and valued.
- providing a workplace environment where the safety, welfare and best interests of the child are paramount.
Access and Equity Commitment
VGTC is committed to providing a safe, respectful, inclusive and accessible environment for apprentices, trainees, employees, host employers, applicants and members of the community.
VGTC is committed to ensuring that all people are treated fairly and equitably and that its employment, placement and support practices are free from unlawful discrimination, harassment, bullying, vilification and victimisation.

VGTC complies with applicable Victorian and Commonwealth legislation relating to equal opportunity, anti-discrimination, workplace protections, occupational health and safety, privacy and apprenticeship and traineeship obligations.
People who experience or witness inappropriate behaviour, discrimination, harassment, bullying or access barriers are encouraged to raise their concerns with VGTC. Concerns will be treated seriously and managed in accordance with VGTC’s complaints and workplace procedures.

Conflict of Interest Management
Victorian Group Training Co Ltd is committed to conducting all activities ethically, transparently and in the best interests of the organisation, its apprentices, trainees, host employers and stakeholders.
VGTC maintains a Conflict of Interest Management Plan to support the identification, disclosure and management of actual, potential and perceived conflicts of interest across its operations. The Plan applies to employees, managers, contractors, consultants, volunteers and other representatives acting on behalf of VGTC.
VGTC requires all personnel to disclose any personal, financial, professional or other interests that may improperly influence, or be perceived to influence, organisational decision-making or business activities.
Conflicts of interest may include:
- involvement in recruitment or employment decisions involving family members or close associates;
- preferential treatment of host employers, suppliers or contractors;
- secondary employment or external business interests;
- acceptance of gifts or benefits that may influence decision-making;
- misuse of confidential or commercially sensitive information; or
- procurement or placement decisions involving personal interests.
VGTC manages disclosed conflicts through appropriate governance and operational controls, which may include:
- removal from decision-making processes;
- reassignment of duties;
- independent review or approval processes;
- restrictions on access to information; and
- additional oversight or monitoring where required.
VGTC also requires all procurement, recruitment and employment activities to be conducted fairly, transparently and in accordance with organisational policies and legislative obligations.
Failure to appropriately disclose or manage a conflict of interest may result in disciplinary action and, where necessary, referral to relevant authorities.
VGTC’s Conflict of Interest Management Plan is reviewed periodically to ensure ongoing alignment with legislative, regulatory and operational requirements.
